The "Council of Local Authorities for international relations" of Japan was granted observer status with the Congress of Local and Regional Authorities in March 1995.

• the Convention on the Transfer of Sentenced Persons
• the Convention on Cybercrime
• the Convention on Mutual Administrative Assistance in Tax Matters
• the Protocol amending the Convention on Mutual Administrative Assistance in Tax Matters

Japan takes part:

• as an observer, in the European Commission for Democracy through Law (Venice Commission) since 18 June 1993.

Japan is represented, as an observer, in the meetings of:

• the Steering Committee for Equality between Women and Men (CDEG)
• the Steering Committee on Bioethics (CDBI)
• the  European Commission for the Efficiency of Justice (CEPEJ)
• the Consultative Council of European Judges (CCJE)
• the Group for co-operation in the field of major natural and technological disasters - knowledge, prevention, risk management, post-crisis analysis and rehabilitation (EUR-OPA Major Hazards Agreement).
