APRIL

31 March-2 April, San Marino
Secretary General Thorbjørn Jagland will make his first official visit to San Marino. He will be made a Knight of the Grand Cross of the Equestrian Order of Saint Agatha, and deliver a speech during the investiture ceremony of the Captains Regent.

2 April, Strasbourg
Nils Muižnieks (Latvia) will take up office as Council of Europe Commissioner for Human Rights.

2-4 April, Tirana
PACE co-rapporteurs for the monitoring of obligations and commitments by Albania will make a fact-finding visit to the country. Discussions will focus on electoral and parliamentary reforms, the fight against corruption, developments in relation to the upcoming presidential elections, and on the investigation into the January 2011 events.
Press conference on Wednesday 4 April at 6.45 pm (place tbc).

2-5 April, Chisinau
PACE President Jean-Claude Mignon will make an official visit to the Republic of Moldova. On 4 April, Mr Mignon will visit the Transnistrian region.
Press briefing at 2.45 pm on Monday 2 April, at the Residence of the Speaker of Parliament (49, Sfatul Ţării Street, Chisinau). 

3-5 April
On 3-4 April, Secretary General Thorbjørn Jagland will make a working visit to Rabat. On 5 April, he will be in Tunis where he will alsoopen the Round Table “Working Group on Women’s Empowerment – Women and the Arab Spring” organised by the American authorities in Tunis.

Study visit for staff of the Central and Regional Electoral Commissions of Kazakhstan on “The Council of Europe standards in the field of elections and recent developments related to the case-law of the European Court of Human Rights on elections”, organised by the Venice Commission.

4 April, Budapest
A delegation of the Venice Commission will visit Budapest in preparation of an opinion on the legislation on the prosecution service, requested by the Parliamentary Assembly of the Council of Europe.

Grand Chamber hearing in the case Fabris v. France, at 9.15 a.m. (European Court of Human Rights).
The case concerns the inheritance rights of a child born of adultery who was judicially recognised as his mother’s illegitimate child when he was 40 years old.

11-12 April, Yerevan - A PACE delegation of the Ad hoc Committee for the observation of the parliamentary elections in Armenia will carry out a pre-electoral mission, ahead of the parliamentary elections on 6 May 2012, to assess the electoral framework and campaign.
A press conference is scheduled at 7.30 pm on Thursday 12 April at the Council of Europe Office in Yerevan (Erebuni Plaza Business Center, 6th floor, 26/1 V. Sargsyan Street).

11-13 April, Moscow - A PACE delegation of the Ad hoc Committee for the observation of the presidential election in the Russian Federation is to make a post-electoral visit to Moscow following the 4 March election.
A press conference is scheduled at 4 p.m. on Friday 13 April at the Interfax news agency in Moscow.

11-13 April, Paris – MARS National Media Encounter “Journalism and Media training and Literacy”. The encounter, for journalism students and journalists, will look at how to avoid discrimination and promote diversity in reporting.

17-18 April, Belgrade – A four-member PACE delegation, will carry out a pre-electoral visit to Belgrade, ahead of the presidential and parliamentary elections in Serbia on 6 May 2012, to assess the electoral framework and campaign.

17 April, Strasbourg – European Court of Human Rights to hold a hearing in the case Lutsenko v Ukraine (9.00 am).
The case concerns a well-known politician’s complaint that his arrest and the decision on his detention were arbitrary and unlawful, and that he was not informed about the reasons for his arrest.

17-18 April, Rabat -Luca Volontè, Rapporteur of the PACE Committee on Political Affairs and Democracy, will make a fact-finding visit to Rabat, as part of the preparation of his report on the “Evaluation of the Partnership for Democracy in respect of the Parliament of Morocco”. The latter was the first to benefit from Partner for Democracy status with PACE, established in 2010.
