Debate on a Russian action plan for children
On 29 March, Deputy Secretary General Maud de Boer-Buquicchio participated in a Hearing on the Russian draft plan of action for children for the years 2012-2017. The Hearing was organised at the Council of the Federation and also gathered members of the State Duma, the Ministers of Interior, Education and Social affairs, as well as the Ombudsman for children and representatives of civil society.
Speaking at the Hearing, the Deputy Secretary General highlighted the need to develop a plan firmly anchored on the rights of the child, including the prohibition of all forms of violence against children and involving all relevant stakeholders at national, regional and local level. The event included the launch of the Council of Europe ONE in FIVE campaign to stop sexual violence against children.
During her intervention, Ms Svetlana Orlova, Deputy Chair of the Council of the Federation of the Federal Assembly of the Russian Federation, expressed the wish to see the Russian Federation ratify the Council of Europe Convention on the protection of children against sexual abuse and sexual exploitation and invited the members of the Russian Federation to join the campaign.
